38+ years of experience, possess extensive and hands-on senior level policies and reforms formulation experience in management of multi-dimensional projects and programs financed by bilateral donor agencies. Has extensive experience in development and implementation of: reforms, policies and procedures for organizational restructuring and effectiveness; strategic plans for the organizations and programs; work force optimization program. Direct experience gained in all aspects of project and contract management and administration, finance, audit, office and general administration, human resource management, organizational development and change management. As a part of his project experience, he has, on an individual level and as a team member and / or team leader, planned, organized, directed and supervised major activities, such as: personnel recruitment actions, and procurement of commodities, equipment and services, written complete technical scopes of work for “requests for proposals – RFPs”, evaluated bids and proposals, monitored performance, and developed approaches for complex and major initiatives. As Director, HR & Change Management, under USAID-funded Power Distribution Program, was involved in carrying out extensive operational audits and assessment of the nine Pakistan Government-owned electric power distribution companies (DISCOs) and the electric power regulator (NEPRA). Was also involved in development of performance improvement action plans with emphasis on Finance, HR and administration.
