PITCO, in collaboration with International Resources Group (IRG), conducted a GIS-based electric utility consumer census for 70,000 consumers from March 2012 to April 2013 under the USAID-funded Power Distribution Program. The project aimed to collect GIS and consumer data for selected subdivisions at MEPCO and PESCO for load flow analysis, load profiling, rerouting, and load management. A team of GIS surveyors and enumerators was trained to conduct door-to-door surveys for data collection.

The project included processed satellite imagery for the target area, preparation of maps into survey blocks, parcel-level digitization, development of a geo-database, and a census data management application. Enumerators collected data from all buildings within the target areas, categorizing them as electricity consumers and linking them to the utilities’ billing systems. This approach ensured comprehensive data collection and accurate representation of consumer information for effective utility management.

From January 2014 to September 2015, PITCO, as a major subcontractor to International Resources Group (IRG), carried out a consumer census for upgrading the Consumer Information System (CIS) under the USAID-funded Power Distribution Program. The project aimed to improve the financial, commercial, and technical standing of the nine government-owned electric power distribution companies (DISCOs) across Pakistan. The census involved comprehensive data collection to update CIS for contact information, consumer type of usage, meter particulars, actual load, and GIS coordinates.

The survey was conducted feeder by feeder using a complete enumeration approach, with information collected through interviews and direct observations. Surveyors visited each customer premise, recording the information on predefined survey forms. The project included field surveys, data entry, auditing, and reconciling billing databases to ensure all consumers receiving power were registered and billed correctly. This initiative highlighted the need for effective communication links between consumers and DISCOs for issue resolution and complaint handling.

PITCO, in collaboration with International Resources Group (IRG), conducted GIS mapping of Faisalabad Electric Supply Company’s (FESCO) distribution network from October 2010 to September 2015 under the USAID-funded Power Distribution Program. The project’s objective was to create a geometric network for asset management and load flow analysis, covering more than 4,000 kilometers of 11 kV HT and 0.415 kV LT lines and 2,256 transformers. The mapping included recording all assets on the network, such as substations, distribution transformers, conductors, poles, and service connections, to facilitate effective decision-making.

The GIS survey involved identifying all consumers and their service connections, followed by preparing a GIS base map and digitizing electrical network assets. The data was processed and exported to load flow analysis software, enabling the segregation of technical and non-technical losses. The project also involved developing HT and LT feeder rehabilitation proposals to reduce technical losses. GIS-based applications were developed to demonstrate various solutions in the power distribution sector, including distribution network setup, load management, customer information, asset management, billing, and customer services.
