The first phase includes a detailed investment-grade energy audit of DPC’s pumping stations, focusing on energy efficiency measures (EEMs) and identifying opportunities for load management and renewable energy integration. These measures seek to create a pathway for future energy interventions, leveraging private financing through public-private partnerships (PPP). The project’s main objectives are to establish a robust energy baseline, assess load management potential, evaluate renewable energy options like solar PV systems, and explore ESCOS engagement for sustained energy savings.</p>
<p>PITCO assesses EEMs identified in previous audits, update baseline data, and documents potential savings and investments. This includes reviewing energy tariffs, power quality issues, and identifying renewable energy options, such as rooftop and ground-mounted solar PV systems. Analyse load management strategies to shift operations to off-peak times, thereby reducing costs and easing pressure on the grid. Renewable energy studies will explore feasible solar and hydro turbine installations. Present findings and recommendations in a final report and dissemination workshop to guide KW&amp;SB’s long-term energy reduction goals and foster a capacity-building initiative within KWSSIP.</p>

										<content:encoded><![CDATA[<p>From February 2023 to the present, PITCO has been working on the Energy Management Plan and Operation &amp; Maintenance of services infrastructure assets for 16 Municipal Committees (MCs) under the Punjab Cities Program (PCP) in Lahore, Pakistan. This World Bank-funded initiative aims to strengthen urban management and improve municipal infrastructure to deliver satisfactory services. The project involves creating and updating O&amp;M frameworks, developing SOPs, and providing training to service managers and field workers.</p>
<p>The services provided by PITCO include comprehensive energy audits of all energy-consuming assets, such as pumps, street lighting, municipal vehicles, and buildings. Our team prepared detailed audit reports and energy management plans for each MC. PITCO developed SOPs for occupational health and safety, created guidelines for annual O&amp;M plans and budgets, and established bylaws for municipal services. Additionally, PITCO delivered training modules and conducted capacity-building workshops to ensure effective implementation and sustainability of the project outcomes.</p>

This project aims to address regulatory and institutional framework improvements and define tasks to achieve measurable improvements in energy efficiency. The policy development process includes a background analysis of energy consumption, stakeholder consultations, and the dissemination of the revised policy.</p>
<p>The project services involve reviewing Pakistan&#8217;s energy consumption patterns, load profiles, and existing EE policies. Our team assessed achievable energy savings, identified barriers to energy efficiency, and evaluated the institutional capacity to implement EE programs. PITCO also conducted a market assessment of energy-efficient appliances and equipment. The final policy document includes a detailed action plan with suggested activities, timeframes, responsible agencies, and budget estimates. Stakeholder consultations and workshops were integral to developing and refining the policy.</p>

The programs serve as umbrella documents for subsequent targeted PC-1 initiatives to strengthen designated agencies.</p>
<p>PITCO&#8217;s services include reviewing existing policies, strategies, and regulations across all sectors, identifying gaps in current action plans, and drafting comprehensive EE&amp;C programs for the provinces. Our team designed a phased program prioritizing EE&amp;C measures based on national and provincial goals. PITCO provided technical assistance for drafting PC-1s, capacity building for provincial governments, and developing a robust communication strategy to raise awareness about EE&amp;C benefits. The final programs include realistic targets, impact indicators, and a detailed implementation roadmap.</p>

<p>The project involves assessing the current usage of water, energy, chemicals, and wastewater discharge in factories. Our team identifies saving opportunities for delivering water and energy more efficiently and less wastefully. PITCO develop various options and investment plans to reduce water, energy, and chemical consumption, and improve ETP and WTP performance. Services include pre-assessment questionnaires, energy consumption analysis, calculation of chemical use, and waste management practices. Workshops are organized to train factory personnel on cleaner production methodology, and detailed energy and water assessment reports are prepared. Proposed interventions include installing energy-efficient equipment, implementing energy management systems, and waste heat recovery improvements.</p>

Pre-feasibility studies, including detailed analysis, comprehensive feasibility reports, and ranked lists of projects for implementation, were also developed.</p>
