										<content:encoded><![CDATA[<p>From April 2022 to March 2023, PITCO, in collaboration with Fichtner GmbH &amp; Co. KG, provided consultancy services for K-Electric&#8217;s Network Improvement Plan in Karachi, Pakistan. The project aimed to achieve excellence in K-Electric’s distribution network concerning safety, reliability, resilience, power quality, and loss reduction. The project involved developing a detailed review of the KE Network Improvement Plan, CAPEX considerations for the period 2024-2030, and preparing a business plan to be submitted for regulatory approval.</p>
<p>PITCO’s services included a comprehensive review of KE&#8217;s current distribution network design through desk research, field visits, and stakeholder meetings. PITCO analyzed existing specifications and SOPs to align with national and international standards, reviewed fixed asset management documentation, and evaluated technology interventions such as GIS, AMI/MDMS, SCADA/ADMS, and OMS/MWFM. Our team conducted a gap analysis, provided recommendations for each workstream, developed a business case with ROI, and prepared a deployment strategy. PITCO also assisted in presenting the roadmap to KE’s Board of Directors and the Regulatory Authority of Pakistan.</p>

										<content:encoded><![CDATA[<p>From September 2009 to August 2013, The Energy Efficiency and Capacity Project (EEC), funded by USAID, aimed to improve Pakistan&#8217;s power supply by reducing demand through energy efficiency and Demand Side Management (DSM). The program focused on initiatives to mitigate the economic impact of power shortages by encouraging energy conservation practices and implementing DSM programs tailored to Pakistan&#8217;s evolving energy crisis. Led by International Resources Group (IRG) and with PITCO as a primary subcontractor, EEC involved close collaboration with Pakistan Electric Power Company (PEPCO) and four distribution companies (DISCOs) to establish DSM Cells, conduct operational audits, and promote sustainable energy use across Multan, Hyderabad, Quetta, and Peshawar.</p>
<p>The EEC project developed Power Conservation Action Plans, DSM programs, and led energy awareness campaigns across targeted DISCOs. Key services included establishing DSM Cells, conducting load research, and developing municipal pump replacement and tubewell efficiency programs. The Municipal Pump Replacement Program helped DISCOs reduce energy demands by replacing inefficient equipment in urban water utilities, while the Tubewell Efficiency Improvement Program aimed to save energy through tubewell pump replacements in agriculture. PITCO also led GIS mapping for improved resource planning and created a GIS-based utility mapping system for efficient data management, consumer information integration, and load flow analysis across Pakistan’s power network.</p>

The objective was to present a roadmap for significant improvements in financial sustainability, reduction of technical and non-technical losses, and high-quality service delivery. The action plans provided a global strategy to achieve short- and long-term goals, including estimates of required investments and a timeframe for implementation.</p>
<p>The performance improvement action plans covered various areas of DISCO operations, including governance, organizational structure, financial management, commercial management, and human resources. The plans included detailed recommendations for expanding and rehabilitating the distribution system, improving financial forecasting and budgetary planning, enhancing customer care and services, and implementing a new Customer Information System (CIS). The plans also addressed the need for modernizing HR practices, conducting training and capacity building, and improving internal and external communication strategies. The comprehensive action plans aimed to transform the DISCOs into financially viable and efficient entities.</p>

A key component was the Load Data Improvement program, which involved installing AMRs on all 8,700 outgoing and incoming feeders across Pakistan, eliminating forced load shedding and earning USAID&#8217;s highest appreciation awards.</p>
<p>The implementation also included upgrading the CIS and ERP systems, installing electronic and RF-enabled meters, and conducting energy conservation and demand-side management activities. Specific interventions included the installation of LT capacitors, piloting prepayment metering technology, and developing integrated customer service call centers. The project also focused on training and capacity building, establishing utility exchange programs, and revamping HR systems. The comprehensive implementation aimed to enhance the operational, financial, and technical performance of the DISCOs, leading to improved service delivery and reduced losses.</p>
