ADB National CFL Project Project Implementation Consultants for the National CFL Project

Client:

PEPCO / Asian Development Bank (ADB)

From March 2012 to May 2014, PITCO provided project implementation consultancy for the ADB National CFL Project, aimed at replacing 30 million inefficient incandescent lamps with efficient CFLs in the domestic sector of Pakistan. The project, funded by the Asian Development Bank (ADB), anticipated energy savings of 1,000 MW. The project involved distributing CFLs to registered household customers through door-to-door delivery by eight power distribution companies (DISCOs) and Karachi Electric Supply Company (KESCO).

PITCO’s services as National Logistics Expert included establishing CFL receipt, testing, and disbursement procedures, designing project communications strategies, overseeing CFL allotment, and managing a uniform database for CFL distribution. As National Process Auditor/Validator, PITCO inspected and verified CFL shipments, helped establish compliance verification procedures, and guided PEPCO and DISCOs on CDM project implementation and monitoring. The project outcomes included the successful distribution of 11.1 million CFLs, resulting in anticipated savings of 475 MW, and creating significant fiscal and energy savings for both the government and consumers.
